The Intelligence Bureau... continuing the legacy of the CDI, and of Cerberus. Being redacted, mysterious, and obscure.
Conducting themselves behind enemy-lines, acting as the commandos of Cerberus. Being the precise operators of Cerberus, the scalpel.

The Intelligence Bureau originates in the third wave of Chaosdiver Divisions. Being created by the arch-spy, Kale, after a run in with the Federation's very own SEIA. Making him realize the lack of security in the faction, he created the CDI (Chaosdivers Intelligence).
After a few months of mobilization, they merged with the Propaganda Branch, creating Cerberus.
Now at the head of the new division 'Cerberus', was Kale and the Speaker of Libertas, eventually Kale became the sole leader of Cerberus, taking it for himself mysteriously and quickly.

Then... Cerberus left, now leading the whole of Cerberus on his own, Kale gave Enigma-1 the reigns of Intelligence.
