The intelligence groups use what they've learned to identify and locate GIFTNO's location as well as a horrifying revelation. He'd identified as one of the cultists that had worshipped the Illuminate before the reemergence. Now, somehow, he appears to have the ability to control Voteless. We know this because intelligence has been provided showing him using groups of Voteless as his muscle, intentionally attacking SEAF database hubs across the front.
