The Judicator-Class Siege Dreadnought was commissioned by Super Earth during the darkest phase of the Second Galactic War, after entire defense sectors collapsed beneath relentless Terminid swarms and Automaton fleet offensives. Standard Super Destroyers, while effective for rapid Helldiver deployment, lacked the sustained firepower and command infrastructure needed to hold liberated systems against prolonged counterattacks. In response, the Ministry of Defense authorized Project Judicator — a classified initiative to create the single largest warship ever constructed by Super Earth.

Forged in the orbital shipyards above Mars, the SES Hammer of Democracy became the first vessel of its class. Stretching nearly nine kilometers from bow to stern, the dreadnought was designed as a mobile sector command fortress capable of coordinating thousands of Helldivers across multiple planetary campaigns simultaneously.
