While they appear in Automaton and Terminid Planets temporarily and for short times, they can mainly be seen above Illuminate-controlled planets.
The Helldivers aboard the 'Protector of the People' have been trained and given weaponry best suited to combat Illuminate foes of all kinds.
The 'Protector of the People' got its name through it's missions of Illuminate Extermination, freeing the minds and souls of Super Earth Citizens from their mental prisons of becoming Voteless, and/or Fleshmobs.
