Ironheart isn’t just a commissar that punishes jeopardizing actions with a Senator, he is also in charge of the Fortress Armored Support Division, the administrator that is in charge of battlefield reports, and also the person in charge of battlefield logistics during Evacuate High-Value Assets missions. He also introduced the Blood-For-Blood protocol which punishes Martyrs who engage in friendly fire, be they accidentally or intended, with a bullet to the head. This protocol wasn’t introduced to stop friendly fire incidents from occurring, but it is born out of necessity since it happens too frequently and Ironheart needs to put something more professional in the reports.
